The Premera Premier Provider (3P) Program evaluates how healthcare providers perform each year across various specialties, including primary care and pediatrics.
The 3P Program is specifically designed to:
• Help members easily identify providers who deliver high-quality care at a lower cost.
• Support employers in offering their employees access to top-rated providers nationwide, with clear information about cost and quality.
This program relies on data from the Blue Cross Blue Shield Association, Blue Health Intelligence, and Motive Medical Intelligence. Since 2023, the program has rated more than 410,000 individual providers based on their National Provider Identifiers or NPIs.
Providers in the 3P Program are measured in three key areas. Three domains are assessed in the 3P Program. Providers within each domain are stratified into performance bands, which determines their designations.
- Appropriateness: Making evidence-based decisions and avoiding unnecessary or low-value care
- Quality: Following clinical guidelines and working to prevent complications in procedures and surgeries.
- Cost: Managing the costs of procedures, conditions, and overall care efficiently.
